 convene two public meetings. These public meetings will be held to accept 
 comments on the State Planning Council&rsquo\;s (SPC) implementation of th
 e Federal Transportation Planning Process in accordance with federal statu
 te.\nThe primary purpose of the certification review is to ensure that the
  required planning activities of 23 USC 134  and 49 USC 5303 are being sat
 isfactorily implemented by the SPC. This meeting will be your opportunity 
 to talk directly with FHWA and FTA concerning your views on the transporta
 tion planning process in the MPO area. The State Planning Council and its 
 Transportation Advisory Committee (TAC) announce that two public meetings 
 will be held in conjunction with regular meetings of these public bodies a
